Congress alleges govt 'manipulated' Rafale deal process

NEW DELHI: The Congress on Wednesday accused the Modi government of "manipulating" the process of Rafale fighter jet settlement by way of "punishing" bureaucrats who raised objections to the deal and rewarding "obliging officials".
