Audit: Lapses in fixing govt college teachers pay caused Rs 125cr loss

Chennai: Violations in fixing pay for teaching personnel in govt and aided arts and science colleges in Tamil Nadu and different procedural lapses resulted in a lack of Rs 125 crore, an inner audit report has stated.
The upper schooling division received several proceedings over procedures adopted by way of the collegiate schooling directorate in pay fixation below the occupation development scheme (CAS), rectification of anomalies in salaries of seniors in comparison to juniors and liberate of incentives for M Phils/Ph Ds.

Subsequently, the audit was taken up in all 241 govt and aided colleges and the final report, a replica of which is to be had with TOI, was submitted a few months in the past.

Government orders and University Grants Commission (UGC) norms have been violated in all three procedures, the audit famous. While anomalies in salaries of seniors can also be rectified most effective by way of evaluating it with juniors in the similar discipline, comparability was made with the ones from different disciplines.

Similarly, incentives can also be given for acquiring Ph Ds/M Phils provided that they are from the discipline in which the personnel these days work. However, incentives got to these with levels from different disciplines. There have been several different procedural lapses which made the state pay greater than Rs 100 crore to unfit applicants, it stated.

The govt paid just about Rs 55 crore in excess when orders have been handed in 2009 re-designating a bit of personnel affiliate professors (APs) as consistent with pay fee recommendations. Readers and not using a Ph D degree have been re-designated APs with selection grade academics.

Weeks after receiving the report, collegiate schooling director J Manjula in a February 2 letter recommended all regional joint directors to submit an action-taken report at the violations identified.
